This requires a robust rules engines that is flexible with the ability to make modifications or enhancements to any program in the system without having any affect on operations or eligibility submission and application processes.

RulesXpress is a critical component of UnivERS, providing administrator-driven eligibility rules-building based on policy interpretation and translation into user-understandable condition sets and eligibility rules.  A comprehensive data dictionary relates all defined eligibility rules in the system with a simple non-technical interface that any administrator can use. Administrators can easily add, modify or amend any rule in the system. The system automatically accounts for any updates to the system and applies the changes to all affected eligibility processes.
